What CSA B139 is

CSA B139 is the installation code for oil-burning equipment published by CSA Group. In Ontario it is adopted through the fuel-oil regulation, so it forms the basis for how fuel-oil installations — including generator and fire pump fuel systems — are expected to be installed. An upgrade brings an existing installation in line with the requirements that apply to it.

Step 1: Assess

An upgrade starts with the existing system and any inspection report. Each component is examined on site — tanks, containment, venting, piping, valves, pumps, controls and alarms — and compared with the applicable requirements. The assessment also records constraints such as room size, access and how long the generator can be out of service.

Step 2: Plan

  • Decide whether components can be modified or must be replaced.
  • Identify any item that needs engineering input or a variance.
  • Confirm how standby power or fire protection will be maintained during the work.
  • Sequence the work so the system is out of service for as little time as possible.

Step 3: Complete the work

Corrective work is installed by a registered contractor with appropriately certified technicians. Prefabricating supports and piping assemblies in the shop can shorten the time spent working on the live system.

Step 4: Document

The completed work should be documented against the original findings so the owner, distributor and any inspector can see that each item was addressed.

Practical examples

  • A high-rise day tank replaced with a contained unit and a new duplex transfer pump set after a ten-year inspection.
  • Fire-pump room supply and return lines rerouted, with fire-safety valves added and labelling updated.
